This agenda outlines items scheduled for consideration at the February 9, 2026 Committee of the Whole meeting:
Building & Planning Department: The Committee will receive updates from both the Building and Planning Departments.
Public Works Matters: Staff will provide a department update and present several items:
- The proposed 2026 Motor Fuel Tax (MFT) Street Maintenance Program, which includes arterial/collector street overlays (Pearl Street, Shaw Road, N State Street, Bonus Avenue, McKinley Avenue) and residential overlays (multiple streets across various wards). The program has a $1 million MFT budget and requires ADA-compliant sidewalk returns at all intersections per current MFT regulations.
- An Illinois Department of Natural Resources License Agreement renewal for a 21” storm sewer outfall to the Kishwaukee River. The renewal covers a ten-year period with a lump sum fee of $1,100.00.
- A request from Dairy Farmers of America for TIF funds ($878,886 estimated project cost) to support high-strength waste reduction initiatives at their Belvidere facility within the Kishwaukee Riverfront Redevelopment Project Area TIF. The TIF expired January 6, 2026, with final tax allotment expected summer 2027 and closeout by December 31, 2027. Current TIF balance is $107,790.97. Approval would be subject to a future Redevelopment Agreement.
- Certificate of Satisfactory Completion for MH Subdivision Public Improvements.
IT and VOIP Services: The Committee will consider proposals for IT and VOIP phone services and review an Intergovernmental Agreement for provision of these services between the City and Boone County. The agreement would have the County IT Department provide services to all City departments except the Police Department (which remains under the separate Public Safety Building agreement). The City would pay $110,000 annually in two installments, with annual CPI-based increases (minimum 3%) starting May 2027. The initial three-year term begins May 1, 2026.
Appointments and Agreements:
- Appointment of Rick Menge to the Fire & Police Commission to complete Tim Rathburn’s term ending April 30, 2027.
- Consultant Services Agreement with Glenwood Center for Better Mental Health (Dr. Christina Warden) for police officer wellness checks at $110 per check. Dr. Warden previously provided services through KP Counseling.
- Intergovernmental Agreement with Belvidere Township Park District for police patrol services (May 22 - August 30, 2026, not to exceed $30,000).
- Memorandum of Understanding for the Winnebago-Boone County Investigative Cooperative (formerly Winnebago/Boone County Integrity Task Force), a name change required by Illinois State Police regulations for investigating officer-involved shootings and incidents. The cooperative investigates matters as required by Illinois law prohibiting agencies from investigating their own officer-involved shootings.
