Discussion items
Public Safety Updates: The Police Department and Fire Department are scheduled to provide updates.
Finance Department Update: The Finance Department will provide an update.
Property, Casualty & Workers’ Compensation Coverage: Budget & Finance Officer Sarah Turnipseed is recommending renewal with the Illinois Municipal League Risk Management Association (IML RMA) for 2027. The city has been an IML RMA member since 1981. Following a council request for competitive quotes, a 22-page request for proposals was sent to three firms, but only Robertson Ryan Insurance submitted a proposal. IML RMA’s premium is $811,283 (or $803,170 with a 1% early-payment discount by November 13), compared to Robertson Ryan’s $884,495 with no early-payment discount available. IML RMA is a self-insurance pool owned by Illinois municipalities with no broker commission. The 2027 premium represents a 1% increase from 2026.
Ida Public Library Levy Request: The library is requesting a levy of $895,340, which represents a $42,635 or 5% increase. Under state law, the library board of trustees determines the amount required, and the city council must levy the taxes in that amount. The council must approve a tax levy by the last Tuesday in December.
Project Hawkeye: The item will be discussed in city council discussion only. No additional details were provided.
Executive Session: The committee may enter executive session to discuss collective bargaining matters under Section 2(c)(2) of the Open Meetings Act.
