Item 9.02 – Change Order #26 for Courthouse Project ($14,616.82)

- Includes unforeseen repairs (thermostat, plumbing vent, header), sewer pipe repair in basement (backing up new bathrooms), and power to hand dryer (subcontractor will credit back)
- Staff noted need to excavate new concrete in State’s Attorney storage to fix sewer T-junction that should be J-curved
Item 9.03 – Special Use Permit SUP-07-2026 (3100 US Route 20 storage facility)

Item 9.04 & 9.05 – Unified Development Ordinance (UDO) and Zoning Map

- Winnebago-Boone Farm Bureau presented concerns about livestock facility setbacks and reverse setbacks; staff agreed to align language with state Livestock Management Facilities Act (1,320 ft from occupied residences vs. proposed 500 ft from property lines)
- Farm Bureau requested restoration of reverse setback protections preventing homes from being built too close to existing livestock operations
- Well language removed from A-2 lot requirements because Health Department handles well capping/establishment
- Adult use setback reduced from 3,000 ft to 1,000 ft (still requires special use permit)
- Zoning map hash marks indicate former RC (residential) districts that remain planned unit developments with unique criteria
Item 9.06 – Poplar Grove Road Bike Lanes IGA
- Village of Poplar Grove will pay for bike lane portions within village limits, reducing county’s previously approved grant expenditure

- Board endorsed State’s Attorney recommendation to eliminate detailed/near-transcript minutes in favor of brief summaries (motions, votes, key decisions)
- Current practice takes staff 30-40 hours/month; Michelle (Admin) and Amy (County Clerk) both affected
- YouTube recordings provide detailed record; staff can timestamp relevant portions in minutes
- Robert’s Rules does not require verbatim transcripts
- Board members discussed AI transcription options but consensus favored simple approach using YouTube as primary detailed record
Item 9.08 – Landfill #2/Belvidere East Solar Farm Shooting Range Issues
- Bullets from county rifle range struck solar panels (photos included in packet)
- Agreement reached: Luminous Energy pays for rifle range berm improvements (~$66k), county pays panel damage repairs using $25k escrow from Ameresco already held in landfill fund
- Justin (Highway) developing specs to raise berms without shortening rifle range distances needed for deputy qualifications

Public comment
John Mitchell, President, Winnebago-Boone Farm Bureau (1925 South Meridian Road, Rockford) presented concerns about Unified Development Ordinance:
- Livestock facilities: Requested setback language align with state Livestock Management Facilities Act (1,320 ft from occupied residences, not 500 ft from property lines); requested restoration of reverse setbacks protecting existing livestock operations from nearby residential development
- A-2 lot wells: Noted well-related language was removed; Farm Bureau suggested reconsidering requirement that A-2 lots cannot have uncapped/old wells
- Adult use setbacks: Current code requires 3,000 ft from schools/churches; proposed reduces to 1,000 ft
- Technical: Article numbering issue on page 10 (sections 2.03 and 2.04)
- Mitchell indicated many concerns already addressed in May 29 draft; remained for discussion
